Des d\u00e9cisions sont prises, des politiques d\u00e9battues, mais les citoyens se sentent rarement impliqu\u00e9s dans le processus. Pour Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques publiques (CEPA), ce manque de connexion n&#039;est pas seulement une faille d\u00e9mocratique\u00a0; c&#039;est une crise de gouvernance.&nbsp;<\/p>\n\n\n\n<p><em>\u201c Ouvrir le Parlement au peuple signifie l\u2019associer pleinement \u00e0 ce qui se passe. Il s\u2019agit de transparence, de responsabilit\u00e9 et de faire en sorte que les citoyens aient le sentiment que leur pouvoir d\u2019agir compte au-del\u00e0 du jour des \u00e9lections. \u201d<\/em>Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques (CEPA)&nbsp;<\/p>\n\n\n\n<p>Gr\u00e2ce au programme de surveillance parlementaire du CEPA, puis \u00e0 l&#039;arriv\u00e9e de l&#039;initiative Open Parliament men\u00e9e par le r\u00e9seau Magamba du Zimbabwe, Timothy s&#039;est efforc\u00e9 de combler ce foss\u00e9, en particulier pour les jeunes Ougandais, qui repr\u00e9sentent pr\u00e8s de 78 % de la population.&nbsp;<\/p>\n\n\n\n<p>L&#039;arriv\u00e9e d&#039;Open Parliament en Ouganda \u00e9tait opportune. Des partenariats avec des radios ont permis d&#039;\u00e9tendre sa port\u00e9e aux zones rurales, garantissant ainsi que les discussions sur la gouvernance ne se limitent pas aux \u00e9lites urbaines.&nbsp;<\/p>\n\n\n\n<p>Hackathons, d\u00e9bats interuniversitaires et Journ\u00e9e nationale de la jeunesse<strong>&nbsp;<\/strong>Le Parlement a non seulement offert aux jeunes Ougandais des informations, mais aussi des plateformes pour dialoguer directement avec les dirigeants.&nbsp;<\/p>\n\n\n\n<p><em>\u201c Les jeunes se sont r\u00e9unis pour critiquer, exiger des comptes et partager des id\u00e9es. Cela a d\u00e9montr\u00e9 leur capacit\u00e9 \u00e0 fa\u00e7onner le d\u00e9bat national. \u201d<\/em>Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques (CEPA)&nbsp;<\/p>\n\n\n\n<p>Ce parcours n&#039;a pourtant pas \u00e9t\u00e9 sans emb\u00fbches. Les acteurs \u00e9tatiques, des minist\u00e8res au Parlement lui-m\u00eame, se sont montr\u00e9s initialement sceptiques. Les demandes de comptes \u00e9taient souvent per\u00e7ues comme une menace.&nbsp;<\/p>\n\n\n\n<p><em>\u201c Quiconque entend le mot responsabilit\u00e9 pour la premi\u00e8re fois pense que vous voulez v\u00e9rifier le contenu de son panier. \u201d<\/em>Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques (CEPA)&nbsp;<\/p>\n\n\n\n<p>Avec le temps, les dirigeants se sont toutefois montr\u00e9s plus favorables \u00e0 cette initiative, reconnaissant son intention constructive. Timothy reconna\u00eet que l&#039;autocensure est parfois n\u00e9cessaire dans le paysage instable de l&#039;Ouganda.<em>\u201c Vous \u00eates tr\u00e8s attentif aux informations que vous diffusez. L&#039;essentiel est de veiller \u00e0 ce qu&#039;elles ne soient pas partisanes et qu&#039;elles servent les enjeux de gouvernance plut\u00f4t que des int\u00e9r\u00eats politiques. \u201d<\/em>Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques (CEPA)&nbsp;<\/p>\n\n\n\n<p>Les restrictions impos\u00e9es aux plateformes m\u00e9diatiques ont complexifi\u00e9 la situation. Facebook reste interdit en Ouganda, privant ainsi un large public de jeunes. CEPA a r\u00e9agi en s&#039;appuyant sur TikTok, Instagram, X (anciennement Twitter) et WhatsApp pour maintenir les \u00e9changes.&nbsp;<\/p>\n\n\n\n<p>Malgr\u00e9 les progr\u00e8s accomplis, les obstacles demeurent consid\u00e9rables. L&#039;acc\u00e8s \u00e0 l&#039;information reste limit\u00e9, notamment pour les jeunes. Les m\u00e9canismes de dialogue entre les dirigeants et les citoyens sont insuffisants. Le pays a besoin de ces initiatives et nous ne pouvons pas les laisser tomber.\u201d<\/em>Chemonges Timothy, directeur ex\u00e9cutif du Centre d&#039;analyse des politiques (CEPA)&nbsp;<\/p>\n\n\n\n<p>Pour Timothy, l&#039;avenir est prometteur, mais seulement si les acquis sont pr\u00e9serv\u00e9s. Il lance un appel vibrant aux partenaires au d\u00e9veloppement, \u00e0 la soci\u00e9t\u00e9 civile et aux citoyens :&nbsp;<\/p>\n\n\n\n<p><em>\u201c Chaque centime investi dans ces initiatives contribue \u00e0 la gouvernance. Il est important de continuer \u00e0 les soutenir, non seulement pour de nouveaux succ\u00e8s, mais aussi pour pr\u00e9server les acquis.
